The ESA Seattle Community Development Group is seeking an Associate environmental or urban land use planner to assist with SEPA/NEPA compliance, permitting, and land use code review for a wide range of projects, including city/county/state/port government and private development-oriented projects. You will initially be responsible for managing small to medium projects and teams under moderate senior leadership direction with growth opportunities for larger projects. The role involves direct client interaction; supporting the preparation of proposals responding to RFPs/RFQs; preparing environmental impact analyses for a variety of resources; and managing ESA analysts and sub-consultants to prepare environmental, permit, and land use code documents. The ideal candidate has solid experience as a Deputy Project Manager or/ as a Project Manager for small and medium projects. You should have an interest in new business development and be ready to or already participating in writing proposals and building new and existing client relationships. This role requires the initiative, confidence, and tenacity to uphold ESA’s strong work ethic and to work collaboratively in a multi-disciplinary environment. This role especially requires exceptional writing skills and a basic understanding of project financial and schedule management. Successful candidates will have broad-based SEPA/NEPA, permitting and land use code review experience, and ideally experience working with public and private clients in a private consulting firm. This position works in partnership with scientists, engineers, landscape architects, archaeologists, and other planners to provide a range of environmental services including preparing built environment SEPA and NEPA studies and analyses; developing permit strategies and preparing permit application packages for local, state, and federal environmental permits / approvals; and supporting comprehensive planning and code development projects. This position works under the direction of ESA’s Northwest Region Director of Community Development.

- Lead projects of low to moderate complexity and large tasks on complex projects.
- Perform and in some cases lead the development of environmental planning and regulatory compliance documents in accordance with local, state, and federal guidelines and requirements.
- Interpret and apply applicable land use and environmental government codes, ordinances, and regulations.
- Prepare resource sections of NEPA and SEPA analyses and resource-related permit applications for moderately complex projects.
- Participate in and/or lead client meetings; presents and/or supports public information meetings and hearings.
- Work collaboratively as part of a project management team to deliver needed projects that improve the sustainability of our communities;
- Assist with the management of the environmental review process for an exciting range of projects including infrastructure, habitat restoration, parks and trails, airports, marine terminals, community development, water resources, cultural resources, institutions, transit, rail, and/or roads and highways;
- Provide project management support including schedules, budgets, sub consultants, and coordinating deliverables prepared by technical specialists;
- Engage in positive solution-oriented client interactions representative of ESA’s high quality and client service-focused culture;
- Qualified candidates should have at least a BA/BS in a related discipline, a minimum of 5 years’ experience; or Master’ s degree and a minimum of 3 years’ experience.
- Knowledge of and experience with environmental laws and policies including GMA, SEPA, NEPA, and local government development codes (particularly Seattle and King County).
- Knowledge of or experience working in the planning, transportation, utility, energy, or local government planning arenas.
- Strong analytical skills and ability to assess environmental impacts with increasing complexity.
- Ability to manage multiple tasks/assignments simultaneously and adapt to changing priorities.
- Familiarity with project management techniques and principles.
- Strong interpersonal skills, collaborative approach, and ability to work as part of a team.
- Excellent verbal and written communication skills including ability to speak in front of small groups.
- Ability to travel and conduct site visits.
- Valid driver’s license required.
- Knowledge of a relevant specialization such as familiarity with one or more of the following: Washington Department of Transportation (WSDOT) Environmental Manual, Noise monitoring and evaluation, Air quality monitoring and evaluation, Visual/aesthetics evaluation, Environmental justice evaluation under NEPA, or sustainability evaluation is desirable.
- Driver’s license is preferred. of license, registration, or certification in a related field, such as American Institute of Certified Planners (AICP), or progress toward such certification is desirable.
- Commitment to professional development through publishing research papers, participating in courses, and speaking at conferences.
- Strong technical writing, computer analysis, and project research skills.
